Is the Telegraph leading us up the garden path?

Phil Woolas has angrily denied that he claimed for women's clothing, tampons, nappies etc on his MP's expenses, as claimed by the Telegraph this morning.

He has explained that he submitted complete receipts from Tesco or wherever to the Commons Fees Office but only filled out a claim on the accompanying form for reimbursement on valid items such as food.

In which case, have we been led up the garden path by the Telegraph?

How many other items which they have flagged up (e.g £2.50 for an eyeliner allegedly submitted as a claim by a female LibDem MP) fall into the same category and weren't actually claimed for reimbursement for MPs but purely on a receipt sent in for which other items, also on the receipt, were validly claimed?
