Parliamentary watchdog to investigate Spelman

The BBC reports that Conservative Party chairman Caroline Spelman will, after all, be investigated over her use of parliamentary expenses to pay the woman who was acting as her family's nanny. It states that Parliamentary Standards Commissioner John Lyon:

...recommended that "exceptionally" he should begin an inquiry into whether Mrs Spelman had broken Commons rules "in force at the time" - the committee had accepted his recommendation.
