Is John Redwood being paid to make Tory party look two-faced?

I am rather intrigued by the high profile which the Tory party have recently given to John Redwood.

In particular, on GMTV's Sunday Programme he said:

Over the last ten years, the big success area has been the colossal growth in business and financial services, particularly the growth of London, and you wouldn't be able to achieve that without sufficient airport capacity.

(I'll put aside the fact that Redwood doesn't seem to recognise the benefit of email, phone conferencing, network meetings and video conferencing.)

What is going on? We have the Tory party preparing to propose green air taxes, but John Redwood banging on (like his leader) about building more airports.

Something's got to give.
